I then simply copied the generated folders in the datastore to the new "insecure" location and changed the "$CFG->dataroot" path in config.php.

WebThe "dataroot" (we usually call it 'moodledata') is where files are uploaded to and various temp files, sessions and caches live. It has to be in a secure location.
